Тут имеется в виду, что семьям затруднительно выполнить требования обоих правительств государств (возможно, противоречивые?).
Кстати, в русском языке есть известное выражение «угодить и нашим, и вашим».

Литературно — пройти все круги обоих адов.

Вообще, выражение to jump through the hoop имеет цирковое происхождение, и означает очень трудное (но ритуально необходимое) действие.
