Скорее всего псевдо exe, то есть exe c интерпретатором внутри (для обычного питона такое делает py2exe). Судя по скорости работы точно. Кстати java реализация питона тоже делает class файлы, но интерпретатор внутри остается. Настоящий компилятор питона (нативный) делают тут:
